Efektivitas Pengawasan Bawaslu pada Tahapan Pilkada Tahun 2024 di Kabupaten Balangan
Abstract
This study aims to analyze the effectiveness of the supervision conducted by the Election Supervisory Agency (Bawaslu) of Balangan Regency during the 2024 Regional Head Election (Pilkada) stages, based on the aspects of goal achievement, integration, and adaptation. This study also aims to identify the factors that support and hinder Bawaslu's supervision in preventing and addressing violations during the 2024 Regional Head Election stages. The results show that the effectiveness of Bawaslu's supervision in Balangan Regency during the 2024 Regional Head Election stages was not yet substantively optimal. In terms of goal achievement, Bawaslu conducted supervision throughout all stages of the election and implemented preventive measures as well as actions to address alleged violations. However, several violations were still identified, including alleged vote-buying and campaign violations. In terms of integration, coordination among Bawaslu at the regency level, Panwascam, Village/Subdistrict Election Supervisors, Polling Station Supervisors, and relevant institutions was carried out, although challenges remained due to coordination issues and limited resources. In terms of adaptation, Bawaslu adjusted its supervision strategies to field conditions, including through participatory supervision and the use of technology. However, limited communication infrastructure and geographical conditions in several areas remained challenges.
