Implementasi Program Desa Bersinar di Negeri Batu Merah, Kota Ambon: Perspektif Tata Kelola Kolaboratif

Abstract

This study examines the implementation of the Drug-Free Village Program in Batu Merah, Ambon, through a collaborative governance perspective. A qualitative case study involved nine purposively selected informants: three village officials, one customary community leader, one religious leader, two youth leaders, and two people with previous drug use experience. Interviews, observation, and documentation were analyzed through reduction, display, and conclusion verification. Cross-group comparison distinguishes participation in activities from influence over planning and access to sustained assistance. Community actors supported prevention through public education, religious activities, and youth engagement, while youth reported limited involvement in planning. Informants also described constraints in funding, training, facilities, and social acceptance. The study contributes an empirical distinction between mobilizing support and institutionalizing collaboration: participation in implementation can coexist with restricted opportunities for joint decision-making. These findings highlight the need for inclusive dialogue, follow-up responsibilities, trained volunteers, and referral coordination. They explain implementation experiences without establishing causal relationships or reductions in drug use prevalence.
